The learner will not be counted in the 2223 QAR as they are still in learning but they will count in the QAR year when they achieve or withdraw.
The overall QAR, pass rate and retention rate calculations use the hybrid end year of the learning aim. The hybrid end year is the later of the:
- a) achievement year (for apprenticeship standards on funding model 36 only)
- b) planned end year of the learning aim
- c) actual end year of the learning aim
- d) reporting year

Good morning,
I am reaching out in the hope that someone can have a chat/send me some documentation, to help me understand how the QAR data is worked out. I can find bits and pieces but want a full explanation of how the figures are worked out?
For example, A learner was due to finish their end point assessment on the 31st December 2022. For whatever reason they have not been able to complete this until 16th August 2023, so the start of a new academic year. They will not pass their end-point assessment until the new acadmic year that they should have completed in, will this count in the QAR data for 2023/24 or will they just go as a non achiever as they didn't complete (or have their end date changed) within the correct acadmic year?
I would really appreiciate some help/guidance with QAR, have searched for training but not had much luck.
