The "children of Turkish workers" eligibility (P286) is separate from the additional 16-18 eligibility categories (P293) although it's always confused me that no upper age limit is mentioned on the former...
So, the 19 year old will only have the CoTW bit (which, assuming dad's paperwork is in order, looks OK?), but the 18 year old will probably be eligible (from day 1) under P293.1 because of their dad or possibly P293.5, rather than needing the CoTW eligibility.
Marginally concerned about the "self-employed" bit as he'll still have to register on DAS with PAYE scheme number etc?

We have been approached by an employer who is "Self Employed" as a hairdresser. He comes from Turkey (we need to check when he arrived in the UK). He wishes to take his two daughters on as apprentices at his salon - one is 18, the other 19 years of age.
They have both been resident in the UK since 20th November 2020.
We are a bit confused as to the eligibility of them.
I believe we need to check:
Was the parent ordinarily resident in the UK on or before 31 December 2020
Does the parent have Turkish European Community Association Agreement (ECAA) rights or extended ECAA leave; If so, we need to see the original documentation of this
Was the child/children ordinarily resident in the EEA and / or Turkey for at least the previous 3 years on the first day of the apprenticeship and was resident in the UK on or before 31 December 2020 (which from the above we believe is ok)
I have also seen a post suggesting they would only be eligible between the ages of 16-18 - but cannot find that in the funding rules.
Would anyone be able to confirm from the above that one (the younger) or both would be eligible or what other checks we need to do.
