16-18 subcontracting

For any providers that subcontract their 16-18 delivery I'm hoping you might be able to help.
The 22/23 funding guidance for young people (subcontracting controls) states : In most circumstances, the directly funded institution is the centre approved by the awarding body for the qualifications being offered by means of subcontracted provision.

I cannot find a 23/24 version of this document. When I asked the ESFA I was advised that we should now follow the central subcontracting rules Subcontracting funding rules for post-16 education and training - GOV.UK (www.gov.uk)
Does anyone know if the above rule exists in any other document? I searched in a number of places but I cannot find any mention of it for this year.
If I cant locate this elsewhere I am going to assume its no longer mandatory considering its not mentioned in the central guidance for 23/24.
Thanks, Kelly.
