Restarting Questions, Apprenticeship (need help)

Hi there, information on apprenticeship restarts and what you should do seems very limited from what i can find in the rules/support manuals. 

We have a 16 to 18 apprentice who started in 2019, finished in 2021, the learner now wishes to restart the same apprenticeship.

Could the community help me out with some of the questions below.

  1. They were 16 to 18 when they started, if they restart, would they be fully funded or is eligibility based on the restart date at which point they are 19+ and they would pay fees?
  2. On the above, the incentives have already been taken (same employer), i'm assuming they wouldn't get any more
  3. The funding rules they were based on will be as of when they original started (19/20)
  4. How is OTJ worked out, do we use their original planned amount which was based on 4 years at 30 contracted hours (their original amount), or do we just re-plan for the 3 years they are now doing. They are now contracted for 40 hours per week. Will the auditor be looking for 4 years of OTJ?
  5. The price will be reduced by funding previously obtained from them being on the apprenticeship
  6. Original start date is NOT entered from what i can gather.

Any help would be appreciated, please add in any additional thoughts.

1 19.1. We will use the age of the apprentice on the day they start their apprenticeship for all age-based eligibility criteria for that apprenticeship.

2 Definitions: There are different funding rules for different apprenticeship start dates. Providers and employers must follow the funding rules that apply to each apprentice. View the apprenticeship funding rules for previous years.

5 see the notes from the ILR specifications:

This field should be used to collect the original learning start date if the learner is restarting the learning aim at the same provider, for example if they are returning from an agreed break in learning. It should be completed on the new learning aim record that is added when the learner returns from their break in learning.

This data will be used by the ESFA to fund the learning aim at the same rate for the duration of the learning aim. If a learner is returning to a learning aim they have previously withdrawn from (for a reason other than an agreed break in learning) then the original learning start date is not returned unless otherwise specified in the ILR guidance documents.
