RPL and TNP Calculation

We have a learner who has returned after a withdrawal has been processed. There was a gap of 4 months then returned with a new employer.

New negotiated TNP figure was calculated based on the prior learning that took place in the first period. The new employer is Levy and the funding being received is way below what would be expected based on the new TNP figure. 

It has also been pointed out that we should have taken into account the funding that has already been received, in which case we are being underfunded as the TNP figure is lower than it should be.

The new period of learning has been marked as a restart accordingly.

My question is after taking into account funding from the first period of learning, does RPL also reduce the TNP figure? Or should the funding already received be the only reduction of the new negotiated TNP figure.

You do not use RPL for a restart as you can only claim up to the balance of funding remaining.
