So, as I understand it, providers can, if they choose, fully fund learners who aren't in work but aren't on benefits.
Traditionally, these have been spouses, often in settled communities, where their partner earns just about enough to not be on benefits, but they themselves don't work (so couldn't be on low wage waiver), or it could be 19+ kids still at home perhaps. Clearly, people in these situations are unlikely to be able to find the funds to pay for a course.
I assume there's a series of DAM codes to flag them appropriately in the ILR so they don't error when they're EmpStat 11 but don't have any BSI flags (not that close to GLA AEB at the mo, so don't know them off the top of my head! They'll be somewhere in that massive book of codes!).
