Non-Start or Withdrawal?

Can anybody tell me if there is general rule of thumb to go by when deciding if a learner is classed as a Non-starter or Withdrawal? For example if a learner has completed 20% or less of the learning they would be a Non-Starter upon leaving, and no OPP would be drawn down, over 20% they would be Withdrawn and the provider still receives OPP (plus potential Job Outcome Payment)?

I've gone through guidance documents and can't seem to find a formula for this.

A 'Non-starter' would be someone with no instances of learning and would not be returned in the ILR.

'Qualifying enrolments' are those who's actual duration - difference in number of days between their first recorded instance of learning and their last - is greater than the defined qualifying period which is based on their planned duration - difference in days between their first day of learning and their planned end date.

'Qualifying enrolments' count for funding and QAR purposes i.e would generate OPP and Job outcome payments where applicable.

The qualifying period for AEB enrolments is dependant on the planned duration of the course:

In summary for 23/24:
Planned length of the learning aim 168 days or more; Qualifying period - 42 days
Planned length of the learning aim 14 to 167 days; Qualifying period - 14 days
Planned length of the learning aim Fewer than 14 days; Qualifying period - 1 day

Note for 16-18 study programme qualifying periods the first and last date of learning/attendance are considered at the programme level and not individual aims.
