Information: Further Education (FE) Workforce data collection

The FE workforce Data collection will open on the 27th September 2023 and close on 26th January 2024.

This Collection will:

  • provide a better understanding of the implications of government policy reforms, including their impact on the composition of staff and their specialisms.
  • provide a greater understanding of contracts and pay in the sector.
  • reveal skills gaps in the sector.

We will be publishing outcomes in 2024, for the benefit of providers and key stakeholders, such as Ofsted and sector representatives. 

Providers can submit their staff data via the XML file upload process or using Staff Data online form.

The online form is available for providers to submit their vacancy and recruitment data.

The online form is available for FE and sixth form colleges to submit their governor data.

Staff Data Desktop Application is also available to help providers prepare their FE Workforce data and produce an XML file.

We have released guidance documents for the collections to support staff who are completing the collections. You can find them here: Further education workforce data collection - GOV.UK (www.gov.uk)

To access the collection, use the Submit learner data sign in process: https://submit-learner-data.service.gov.uk.

Submit Learner Data now uses DfE Sign-in method for authenticating users. Existing IDAMs users should have been migrated to the DfE Sign-in account July 2023. If you require an account, please follow this guidance: DfE Sign-in help (education.gov.uk)

Any word on whether those using the Staff Data online form have had last year's data rolled over?

Hi Steve 

Yes we have migrated data entered last year, where the member of staff didn't have an employment end date, over to the 2022/23 collection.

This has been done this for all providers not just those that used the on-line form, so a provider who used the XML option last year could use the on-line form to update the data should they wish to do so. The migrated data will be over written if a provider makes an XML submission.

Faith Tombs is there a known issue with the FE staff data desktop application regarding the employment end date?
All my active staff are showing with an error CF_EmploymentEndDate_01 because there is no date in the employment end date field but the specification says this field should only be completed if they staff have left the organisation during the collection year. 
This error isn't listed in the FEW XML validation rules file either - its BR_ instead of CF_.  Looks as though this is a change from a warning to an error so something isn't working since the change.

Hi Angela Wilson I received an email from the support desk this morning "We did have an issue with this rule which has now been corrected. So please try again this should work now".

I can confirm that I was able to finalise the collection.

Matthew Rogers - oh right?  We have just submitted today and are getting that error and it's for those who have worked in FE longer than they've been in employment with us?  Just seems a bit odd? Thanks though, I've logged it so will see what they say :0)

Faith Tombs - we still have seven staff with that same error, ie the FE duration is less than the employment duration.

Currently having issues uploading FE Workforce data for UK PRN 10006020, its now merged with 10007928 but wasn't for 22/23 - my login is associated with 10006020 but i have no option to upload despite having the access rights. Support reference is CI-0246313 . Bit worried as time is ticking!

I am also having issues uploading FE Workforce data for UK PRN 10030102, different reason for us -  I have no upload icon on Submit Learner Data so whilst I have all the data ready I have no mechanism for submitting it. Also concerned that time is running out and don't want to be non-compliant but I have no way to upload. I have logged a call yesterday morning after talking to the helpdesk CI-0246383 but no update yet. Is there another way to upload?

I have just tried to upload files to the website, but my problem seems to be different to Neil and Nicola Hubbard.  

I did successfully upload two files, but the reports page shows the reports status as "Failed".  

Will I need to upload these files again, or will the reports process automatically when you have fixed the problem?

Faith Tombs, my latest file has now process reports automatically, so there is no need to resubmit.

UKPRN 10004527 - I keep getting "Failed" in the report column with no indication why. in The Tool there are 12 warnings only, no errors. Helpdesk couldn't help but have logged a ticket. What do I do meantime?

David Dalby, after I had two consecutive files with "failed" reports, I just left it, and the reports for the latest submission processed automatically about 10 minutes later.

The reports for the first XML file I uploaded failed but when I uploaded a new XML file it duplicated my records.  I now have error messages for all my staff as they all have the same information twice.  Any ideas on how I rectify this?

I think I've worked out how my duplicates were created but my attempts to upload new files are now failing.

I've tried everything, down to jus submitting one record manually retyped into the tool. Still fails.

So, we've finally got a submission in. Used a colleagues account and their pc. Possibly it thinks being spammed if try too many time from same IP? Nightmare afternoon.

Here are some ideas for you to check

1) are you using version 2223.4 of the application?  

2) what method did you use to delete the old data from the application before you rekeyed the single test record?  I deleted old data from the data menu, then delete all data command.  I think this might delete only visible data, so best to remove all screen filters before deleting.  

3) Which XML file did you actually upload to the website?  On the application, did you press the button named "Export data" to make an XML file?  I have no idea if this "Export" file is different to the file that results from simply saving the data.

Thank you Peter, I was using .3 version, and the double deletion is a good tip. I was using Export and not save. Anyway, we've got one there now and we aren't touching it again until next year!
