I think the phrase is "honoured in the breach"? In my last role, we had some LAs who wanted monthly returns and had well-developed systems to collect the data and some, like you're reporting, who never asked for a single thing...
It's definitely more of an issue for national providers where our SP learners kind of go "under the radar" in comparison to local colleges and sixth forms...
I've never known of a national system, it all used to be done by Connexions at LA level but since they've withered in most places, there's not many LAs where they've got the resource to do anything with the data you send them anyway.
It's actually Birmingham who have reached out for a meeting to discuss reporting and our requirements so just wanted to revisit it ahead of the meeting as we kind of gave up last time to be honest.
It's almost as if they are under the microscope at the minute for whatever reason!
We're an independent specialist college and get all sorts of random requests from different LAs as a national provider. Some want bespoke weekly attendance, some every few weeks updates on progress. We spend (read waste) far too much time sending reports to LAs that I doubt are ever looked at. My guess is it's LAs back-covering they have information on vulnerable learners when Ofsted do their SEND inspections in our case.

Section 13 ESA Duties on providers 16 & 17 year olds

Section 13 of the ESA places a duty on all educational institutions (maintained schools, academies, colleges, and education and training providers) to tell their local authority when a young person is no longer participating. This duty is applicable if a young person leaves an education or training programme before completion (i.e. ‘drops out’) and enables local authorities to take swift action to encourage the young person to re-engage.
Is anyone aware of such a reporting mechanism nationally or are we required to contact all local authorities individually? I tried this exercise a few years ago and only one local authority responded or knew anything about this requirement. Our contact with that authority has now left so I am about to start the process again but hoping someone may already have some good contacts they may be able to share to save the pain of endless please hold calls.
