Morning, my understanding is that the cohort gets sent back to the donor for approval, if its going back to the employer that suggests there is no connection.

Good morning, I hoping someone can help here.
We have a few small employers who aren't very DAS-savvy, and have had levy transfers sent through to them. Sometimes, when we approve the DAS cohort, we get a notification saying that the cohort has gone through to the transferring organisation for approval; sometimes it seems to go the employer first. What should the order be?
