Where's all my possible duplicate learners gone?!

I have just produced a new DSAT from the latest 22-23 R13 ILR and most of my learners previously in 23B-002 (possible duplicates) have disappeared! As the vast majority of them were justified I only ever expect that report to grow throughout the year. Has anyone else experienced this before?
