The ESFA generally don't like '98-not known' and say it should only be used in 'exceptional circumstances'. If it's only a handful and you've got evidence that you've attempted and have been unsuccessful in gathering this data, I can't see it being an issue. If you had a hundred.. different kettle of fish perhaps.

Hi,
Just doing some last minute data checks through PDSAT. We have a handful of learners that, we were unable to gather a prior attainment level for them. I' assuming we can leave them as prior level 98 on the ILR?
