A Return to learning on a new LARS code but same Standard Code

Hello, I require some clarity regarding managing the ILR & DAS processes.

We took on an apprentice on 13/07/2020 under the LARS X standard 313. This apprentice proceeded to a BIL on 19/07/2021. As they plan to resume learning next week, it's pertinent to note that we no longer offer LARS X. Instead, the apprentice will transition to our new course, LARS Y, which is linked to the same standard/version as LARS X.

Our e-portfolio system, which is widely recognized, ties the ILR data directly to the learner's program (currently LARS X). Based on the system's recommendations, the protocol seems to be: first, to initiate a Course Transfer marking LARS X and using ZPROG: Outcome 3 with Withdrawal Reason 40. Subsequently, we would register the apprentice under the new course LARS Y. This action generates two additional entries in the ILR, indicating LARS Y and a new ZRPOG, both reflecting the status as "In learning" and updating the start and end dates.

For Withdrawal Reason 40, there's the stipulation of moving apprentices within a 120-day window to ensure the QAR remains unaffected. However, our apprentice exceeds this period. Should we then alter the withdrawal reason?

There have been a few suggestions from within our team:

  • Solely terminate LARS X and introduce a new Aim for LARS Y, retaining the original ZPROG. A drawback here is the outdated program content linked to the ILR.
  • Maintain LARS X with a status of BIL No achievement and concurrently launch LARS Y.

How should we proceed, especially considering the already claimed £6111 from LARS X in fees?
