Funding and Time Adjustments for RPL and Achievement

Please could someone assist me with a part funding part RPL query?
In all my time of completing transfers, we would ask for the information below to ensure that we are calculating the RPL, funding, time on programmes and OTJT correctly. The off the job is not too much of a problem, as this will be calculated in line with their training in our academy (we also go beyond in this area).
·The total price agreed with the employer for the apprenticeship, including any negotiated reductions or increases
·The amount of funding paid to date, including any employer co-investment or levy transfers
·The planned end date and planned number of months for the apprenticeship
·The proportion of learning delivered and the proportion of learning remaining
·The proportion of the 20% off-the-job training requirement completed and the proportion remaining
·The details of any prior learning or recognition of prior learning that has been considered in the price negotiation or the delivery plan
·The details of any of additional payments that have been paid or are due to be paid, such as for English and maths, learning support, or incentive payments
·The details of any subcontracted delivery and the value of the subcontract
·The details of any end-point assessment organisation that has been agreed with the employer and the apprentice
It was my understanding that it is the requirement of the old provider (with written consent from the Apprentice) to be forthcoming with this information to the new provider in terms of funding and achievement in the apprenticeship and that this used to be explicitly stated in either the Apprenticeship Technical Guide or the funding rules, but I cannot seem to find information pertaining to this anywhere.
Naturally, I want to ensure my funding adjustments and training plan are correct and that the appropriate RPL is applied.
I have been referred to the ILR, but that shows a transfer into the old provider from a previous provider, and it does not show unit achievement.The training provider has advised that it is their policy (regardless of written consent), not to provide any information to training providers and to refer them to the ILR and e-portfolio. Sadly, the portfolio is lacking the exam detail also.
In this respect I can only go by the start and end dates of each programme and nothing more. The provider has advised that it is there policy not to provide this information, but I do not believe this to be the case.
Therefore, please could anyone advise if the old apprenticeship provider can refuse all or some of this information?I wish to be compliant and not disadvantage the Apprentice.
