There's no rule against it... Or an audit test (beyond if they gave an address in Scotland or Wales, obv).
There's probably a reasonable explanation (and, in more rural parts of the country, it probably wouldn't be that unusual), think I'd be asking the sub what it was though...

If a Study Programme learner lived a substantial distance away from the course location could this be raised in an audit? I've looked in the 16-18 rules and I cant find anything specific stating learners must live close to the provider.
I have one learner who lives in Aylesbury and the subcontractor is delivering in Croydon - which is 70 miles each way. Seems quite far to ask a learner to travel to each day.
