Functional Skills Payments

Hi, 

Can an employer draw down levy funding for functional skills maths and English for their employees who are undertaking one of our apprenticeship programmes?  Therefore, we are the main provider for the apprenticeship programme their learners are on.

No, Maths and English funding comes from a separate, centralised pot, not from Levy payments.

Thanks for getting back to me.  Is the employer able to draw down funding from that pot or does it have to be us as the apprenticeship provider?

Oh I see.

You'd have to set them up as a sub-contractor (with all that that entails) if you want to pay them money for delivering any part of the programme.

OK.  the employer doesn't want to deliver the functional skills training themselves they want to use another provider who they already have a relationship with. 

Am I right in thinking that we would need to directly contract with the company they want to use, otherwise we would be subcontracting with the employer who would subcontract out again, which is not OK.

Correct, you need to talk to their preferred provider and agree a sub-contracting arrangement between the two of you, so you can pay them (an appropriate proportion of) the E&M funding.
