Responsibilities after a 16-18 learner withdraws

Hi, is there a responsibility of the training provider to direct or support a 16-18 learner to return to full time education or alternative apprenticeship if they withdraw from an apprenticeship you are providing.

As they need to remain in education until they are 18, will this be something that is flagged up and no longer our responsibility once the ILR has them flagged as a withdrawal or should the training provider be supporting this transition?

So, hard line answer is "no, not really", in that it's unlikely anyone is going to come after you if you don't.

However (of course there is a however!), I'd argue that including these learners in your CIAG strategy and being able to show that you are helping them when they leave you for whatever reason is probably quite Ofsted-friendly as well as the right thing to do.

Although Raising the Participation Age says that those between 16-18 MUST be in some form of education, there is literally 0 enforcement of this. Colleges will often have relationships with their home Local Authorities where info on 16-18 leavers will be shared but, even when Connexions services were well funded across the country, they rarely engaged with training providers and these services have been completely decimated over the last decade...

There is a requirement to report them to your local authorities. Becomes quite complex when you work nationally and a lot of them are unaware of this themselves or do not have the system to allow you to report it to them. 

Birmingham have recently contacted us and currently in the process of setting up monthly reports for them although they did inform me that they get this information themselves from the DfE so its strange that we have to report it again but they said its to double check the data.

Is that for Apps or Study Progs (or both) Simon? Have tended to work on the "if they want it, they'll come and ask" principle for this (particularly with a national provider!)...

At my last job we had some LAs who we had long-standing (monthly) arrangements with and some who couldn't care less...

It's for both Steve Hewitt below is what they approached us with and we have since had a follow up meeting to discuss arrangements and what we deliver. They are also arranging to visit an employer and apprentice with us. 

"The Team is required to ensure that sufficient and suitable education and training provision for young people, aged 16-19 (and up to 25) for those with a current Education Health and Care Plan (EHCP)".

Its only Birmingham that have asked for this and as you say as no one else has asked we do not report it anywhere else. I did an exercise a few years ago to try and contact LA's but none of them responded or the ones that did, did not have a clue what I was talking about.

We are a small West Midlands regional provider and have been submitting returns to Birmingham LA for at least the past 5 years on our 16-18yr old apprentices. No other LA in the region has requested us to do so. When a 16-18 year old withdraws from the programme we don't follow them up/have the resources to do so - just IAG.
