Hi All,
Talking eligibility for 16-19 (HNF required).
Prospective Learner = Half Dutch/Half South African (Passports for both)
Dad = Dutch Passport
Mom = Belgium Passport
Dad has a 5 year skilled worker permit (expiry Jun/Jul 2027)
Mom and Learner are 'Linked dependants' to Dad's permit and this expires when Dad's permit expires in 2027.
In 2027 they can all apply for permanent settlement in UK status.
Conditions of permit for all including the learner:
Access to NHS (bought in)
Access to Education (up to 25 yrs age and disability right)
NO access to public funds
I thought yes, this would be eligible, however it was the No access to public funds that made me question. However as this is a complex eligibity I wanted to check on this anyway.
I have asked if we can see the 'conditions' of the permit in this area so I can view it in context as the above has been given by Mom in an email.

No Access to Public Funds NEVER means education, it's basically healthcare and benefits. See P43 of the Guidance.
Learner will be eligible under P40d due to their dad's work visa.
