Short answer is no. If you don't have a contract, you can't claim funding for learners from a CA and, as you suggest, we need to record their home postcode and not muck about trying to make them fundable.
There were rumours of some of the CAs being amenable to funding individuals in these circs, but depends where you are and the faff of finding out is likely to cost more than the funding involved!
(rather ironic that, if they were living in Wales or Scotland and learning just over the border, we could claim for individuals like this...)

I thought as much just wanted to bounce if off someone as was going round in circles of can we or should we or not!.
your right it would take up so much time finding out for one learner that the funding payment wouldn't be worth the time or effort! and yes the irony we seem to be getting too hung about the internal borders of CA's :)

I have a learner who is working full time in non devolved funding postcode area, where we have funding, but they are registered as living in a devolved postcode area where we do not have funding. They are taking part in a group course at the request of the employer so accessing the course is not available in the non devolved area. Does anyone know if we can access the funding as they live majority of the time in the area that we can fund? Guidance is saying it should be where they are registered to live and not a temporary address.
