16-18 Incentive payment for Training Provider?

The 16-18 incentive is paid in two instalments to the Training Provider to pass on to the employer. The payment is made after the apprentice has been in training for 90 and 365 days.
I am currently working out how the R14/R02 payment from Dfe has been calculated - for some reason this came in two separate payments, and I think one of these may be related to the incentive.
I have a vague recollection that, starting last year, in addition to the payment for the employer, there was also a new payment for the training provider for 16-18 starts.
Is that correct? I have been unable to find any reference to this in the funding rules.
