Active Learning While on Annual Leave

My queries are distinct from OTJ. Suppose you have an apprentice who has taken annual leave and because it also included a Christmas shut down; they will be off for a month. They will be attending a learning opportunity that is new learning and maps to several KSB's during their leave. They will also be working on assessments. I know that as they are on annual leave, this does not constitute Off-The-Job, but is is acceptable that they still log reflections on their learning during this time, and would that be considered "active learning" for the month in question?  Putting them on a 4 week BIL seems counterintuitive to me.

It can count as off-the-job despite being on annual leave if the learning delivers new skills that are directly relevant to the apprenticeship standard, which it sounds is the case. 

228. The provider must not record a break in learning:

228.1.  For annual leave, public holidays and short-term absence (including strikes) (where the apprentice is able to continue actively learning each calendar month).
