The only thing that's changed is for learners on L2 Apps who no longer have to take the FS L2 test if they arrive with nothing. If this learner was on an L2 App, they'd be exempt from L1 FS but have to start and take the test for L2. If they're on an L3 or above app, they'll need to pass L2 FS to complete their app.
Steve Hewitt if they don't sit the L2 test but complete all the learning activities, can you still complete them (2,3) or do you have to report them as a withdrawal (3)?
I wasn't thinking so much about achievement rates Steve, but rather the fact that the 22-23 requirement for them to sit the tests/assessments have not been met and therefore can they still be deemed to have completed the aim?. Or does that pose a risk more to the 20% App completion funding rather than making the FS aim completion incorrect?
I don't think (think) this puts the completion at risk in a mechanical way because you'd have the evidence from the EPAO that the EPA had all been done BUT becomes an audit risk because, as far as I'm aware, the EPAO wouldn't want/need proof that the L2 had been attempted, would they? I don't know if that would make *all* of the funding for the whole app liable to clawback if they hadn't sat the tests...

Hi, I would like to enquire if the funding is available for Level 2 Functional Skills English and or Maths if the Apprentice has a Grade 3/D and is this required to be entered on the ILR? Referring to current guidance learners are required to work towards Level 2 if they do not already hold Grade 4/C or above. However, I am aware that this has changed within the last financial year, could someone please clarify this for me please. Thanks in advance. Helen.
