Embedding Non Mandatory Degree into Level 6 Standard

Is it feasible to add a non mandatory degree into a level 6 standard and use the EPAO assessment Project as part of the degree so it the degree gets awarded after EPA? Trying to see how to mitigate apprentices leaving once completed the degree and not doing their EPA. Any other suggestions would be welcomed.
