Are providers still being measured on on-time completions?  If so, how does this work?

There is no longer a timely measure for achievement in any of the QAR calculations.

They keep threatening to develop one for Apprenticeship Standards, but I think it's probably over there, in the very long grass, next to the can that's been kicked down the road!

Having said that, the focus on learners past planned end in the Accountability Framework is where this appears to be being picked up.

My name is Kevin and I am a project lead at futureents. We do community learning with 16+ can you advice me how to claim funding for them. I do not have a contract with ESFA or AEB. Please advice me on how I can draw on funding.

Short answer is "with great difficulty" in the current landscape.

Used to be that providers would start by being a sub-contractor to another provider, but that is, in the main, being cracked down on. Depends where you are in the country, some of the Mayoral Combined Authorities are a bit more amenable. Or your local authority adult ed department might be a place to start?
