Community Learning Purposes

In the provider support manual it states for the new Community Learning Purposes: "We have added 7 new ACL “purpose” types which now replace ASL, the completion of this field is enforced by validation. Each learner must have 1 code recorded per learning aim."
In the absence of more detail is it the expectation of the ESFA that this is recorded only at the start of learning? Once we start adding the CL purpose at learner level there are going to be cases where individual learners' aims change during the course which could then differ from the original purpose entered.
If the aim of the new codes is simply to record at point of enrolment then it does not need to be changed during or at the end of the course?

For this year, I'd suggest one at the start of the course is perfectly acceptable (it's not like they've said what they intend to do with this data).
