Last day of learning on last day of the month

Hi, in a merger/ change of provider situation. If we end the learning on the very last of the month . Will we get paid for that month? One rule below says 'the last day of the month is a census date for them still be in learning. The other says if they withdraw ' before' the last day, insinuating the last day as an end date would be ok and we'll be paid. It's for a high number of learners, so I just need to make sure we won't lose a months worth of funding. Thanks 

44. We spread these installments equally over the number of planned months for the apprenticeship programme aim, based on whether the apprentice is in learning on each census date (the last calendar day of every month). The planned number of months is calculated from the ‘Learning start date’ and the ‘Learning planned end date’ in the ILR.

45. If the apprentice leaves early, for example, they withdraw from the programme, the monthly instalments stop. We will not calculate a monthly instalment for the final month if the apprentice withdraws before the last day of the month in which the learning stops.

Funding is clawed back if the actual end date is prior to the last working day in that month. If the last working day was the 28th Feb and they withdrew on 27th Feb and an OPP was due in that month than you’d loose the funding for February. If the learner withdrew on the 28th then you would keep the OPP.

I’m guessing you’re refering to apprentices? I’m not aware of the funding methodology being any different for this funding stream but others will soon correct me if I’m wrong.

Thanks, yes the last day of learning will be 29th Feb (Leap year!) and start with new provider on 1st March. So that sounds like it will be ok then. I just which the guidance didn't seem to contradict itself
