To be clear, this is *very* serious and you (by which I mean your Principal/CEO) need to find a phone number and/or speak to your Provider Manager's manager as soon as possible.
Effectively, there is no usual way to resubmit an R14, issues like this need very high level discussions to sort out.

R14 Data Error. How to correct?

We have received an email from the Contract delivery and Insights person stating that we need to repay some funding to ESFA because of changing data submission. We have looked into this and can see the R14 submission had less learners than R13, and was incorrect. When we started submitting into the new ILR it removed all learners that had completed in the previous year, so R3 is currently matching R14 - which ESFA think looks correct but isn't, as R14 doesn't include the learners who completed in the 2022/23 year.
We contacted the help desk who told us they couldn't help, and to contact the person who emailed us (ESFA provider manager) who advised us to raise a business case to the Apprenticeship service for Apps and ESFA for AEB. We have asked for advice on how to do this and the service desk has sent a business template, however it looks like this is to do with funding allocation and I'm not sure this is correct? We have no contact number for our Provider Manager so we are struggling to get a response on what we actually need to do to correct our submission error and therefore not pay back money to the ESFA?
Can anyone please help or advise us?
