We have a potential apprentice who has provided us with a Residency Permit that expired in September 2023. She has applied for a new one but it will take up to 6 months for the Home Office to review the application and issue new BRP. Does it mean that this person cannot do an apprenticeship until the decision is made and she has her paperwork sorted?

This doesn't stop her being fundable (other things might!), because she's made an application to renew, so P296 applies:

296. Any individual, or relevant family member, who has applied for an extension or 
variation of their current immigration permission in the UK is still treated as if 
they have that leave. Keeping this permission applies as long as the application 
was made before their current permission expired. Their leave continues until 
the Home Office make a decision on their immigration application
