L2 Maths requirement and late dyscalculia diagnosis

Good afternoon, 

I have an apprentice who has been on programme for 9 months. They did not hold a relevant Maths qualification and due to sickness and delays with assessment, a difficulty with Maths was not identified until they had been on programme for approx. 3/4 months. We have been working hard to support the apprentice and have just (finally and costly) received a dyscalculia diagnosis. This apprentice will not be able to achieve a L2 functional skills Maths which is required for the apprenticeship they are doing. 

The funding rules seem to suggest that as a diagnosis was not previously identified or was not identified at the beginning of the apprenticeship that there are no concessions. I have contacted ESFA but all I get back is a lifting of the rules quoted back at me so this has not been at all helpful. 

Surely there must be some allowances made for someone who gets an SEN diagnosis on programme? If not I feel the system will have failed this apprentice. 

Can anyone help please.
