T Level Restart

I have a L3 T Level student who started in September 22 (academic year 22/23). They had some challenging issues in September 2023 so had to withdraw from the 2nd year of the course. We have subsequently withdrawn them in 23/24 with a June 2023 end date. They did actually complete the 1st year but we have set them as withdrawn.

They would like to return in the academic year 24/25 to complete the 2nd year of the T Level. Anyone had this before and how did you get it through the ILR.

I have asked the helpdesk for advise but we know how long that takes. The community gives much better advise anyway.

This is the response I received from the helpdesk.

Thank you for your enquiry.

A T Level student can repeat their second year of study; however, normally we will not fund them in their repeated second year because T Level funding is only available for two years: we will pay half the funding in the first year and half in the second.

We will only fund students for a further year when they meet the criteria for a funded retake set out in the funding regulations (Advice: funding regulations for post-16 provision 2024 to 2025 - paragraph 89).

If the students do not meet the criteria for additional funding for a further year, they should be recorded in the ILR with the original Expected End Date (in the 2023/24 academic year) and without an Actual End Date.

If the students do meet the criteria for additional funding for a further year, you would start a new T level programme for them, ensuring that you record them in the ILR with the national learning and monitoring (NLM) code 22, to indicate “Learner repeating up to one full year of 16-19 funded provision:

You would also need to record all the T Level components properly (https://www.gov.uk/government/publications/t-level-funding/record-your-t-level-data-correctly), in exactly the same way for any other T Level programme. Lastly, you would also have to make sure that the hours reflect the single year of study rather than the full programme.

If the student is only re-sitting some elements of their programme in 2024/25, and there is no learning activity (such as retaking classes, or doing supervised revision), we do not require you to record any learning aims for this student.  However, If the student will be doing any learning activity, there should be a learning aim record to show this.

You should not include any hours for the activity in the planned hours, though. As per the guidance (https://www.gov.uk/government/publications/advice-funding-regulations-for-post-16-provision, paragraph 88 onwards), institutions must not include any planned hours in funding data returns for students who are only retaking examinations.
