An issue we have found is that a learner who is on a BIL and then withdrawn because they never restart cant be processed by the QAR technical spec.
The methodology in the technical specification looks for a restart indicator to process the end of a BIL but if the learner doesn't restart and you just withdraw them it cant see this and leaves them on the ILR as a BIL even if you're reporting them as a withdrawal.

Has anyone spotted anything in their QAR data?
I have seen a learner being treated differently in Proachieve to how the QAR is treating them, didn't know if there was any known issues floating around?
