Sadly, for non-devolved (and thanks for making it clear!), Asylum Seekers are only eligible for co-funding as they are not considered to meet the definition of "Unemployed" due to them not being able to work. Whether providers choose to charge them or not is up to them (but, given they only get ~£10 a week to spend, they're highly unlikely to be able to afford a fee).

Something to think about,
In exceptional circumstances, you can use hardship funds to assist with course fees for learners who need financial support to start or stay in learning.

£10 per week may or may not qualify as learner needing assistance with course fees, depending on the size of the course fee of course, but to my knowledge Asylum seekers are just as entitled to Learner support as any other funded learner.
I suppose it depends on your definition of 'exceptional circumstances' though.

Thanks Phil, I've never really looked at the Learner Support fund, which is probably a bit daft as besides using it to support Asylum Seekers, we also operate our own laptop loan scheme, which I pay for, when I could potentially get support with it. I will speak with our Primes..

Hi there, hope you are well.
The funding rules state that:
Asylum seekers are eligible to receive funding if they:
have lived in the UK for 6 months or longer while their claim is being considered by the Home Office, and no decision on their claim has been made, or
are receiving local authority support under section 23C or section 23CA of the Children Act 1989 or the Care Act 2014
It doesn't seem clear if this is full funding, or whether they should have the right to work. We have asylum seekers with an ARC Card or paperwork that states 'NO WORK'
Anyone know the correct funding status for these individuals - ESFA Non Devolved
