From other posts I have seen on here around residence permits "No Public Funds" is in relation to things like benefits and the NHS mainly, but does not cover education. I believe you would just go down the usual route of has the learner been here for three years and will their visa expire before the apprenticeship is due to finish.

We have an applicant for an apprenticeship who has provided a Residence Permit where the type is stated as "Dependant Partner, Leave to Remain". There are also remarks which state "Restricted work, No work as sportsperson", "No Public Funds".
I need clarification of whether Public Funds include apprenticeship funding.
There is no clear guidance on the eligibility for an apprenticeship of someone with this type of Permit.
