Flagging High Needs Students in the ILR

We receive element 3 funding for a number of students.

The ILR spec states a student should be flagged as high needs where the LA has paid element 3 'top up' for a student whose agreed learning support costs are greater than £6,000

Does this mean that if element 1 and 2 are greater than £6,000 they should be flagged as HNS whether they have £50 in element 3 or £11,000 element 3?  (they wouldn't be flagged if element 3 was £0)

Would appreciate any clarification!

Yes because all they want to know is which learners are using your element 2 HNS places (ie the first £6k), they don't want/need to know how much in addition your LAs are giving you to support the learners.

Also, sorry, Element 1 is on-prog funding so NOT part of the sum. Element 2 *on its own* needs to be over £6k.
