Is there anything to say that a young person who has done limited time on an Apprenticeship cannot start on a Study Programme, especially if, after assessment that you agree with them that this is a more appropriate starting point?

Should be fine, not least because Study Progs are funded on planned hours, so someone starting now would have less hours than someone starting in September, so there's no "double funding".
The only downside is they have to be a withdrawal on the App, not a transfer.
