Thanks Steve, we're just working through a couple of complex cases where you would expect them to fit into the funding rules as they are in receipt of public funds.
Regrading the BRP, the Home Office issued documents guide states the following:
A permit with a validity of 5 years or 10 years will be acceptable as evidence of ILR (Indefinite Leave to Remain)
Home Office issued documents (accessible) - GOV.UK (www.gov.uk)
Therefore the BRP does not necessarily have to state the word indefinite?
Well, it's the next sentence though:
The holder’s immigration conditions are shown on both the front and the back of the permit. In addition, the permit will be valid for the time specified in the conditions of stay.
So, I'd expect to see "Indefinite" there in the conditions? I've not been properly front line with these for a couple of years though, and would kind of expect a learner to have other documentation that would say Indefinite on it if it's not clear?

As a broad bush statement, would it be right to say that anyone in receipt of DWP benefits are eligible for AEB funding? Or regardless of if they are in receipt of public funds, there are occasions where the learner would not meet the learner eligibility criteria in terms of residency status?
