Hello We have a person applying for an apprenticeship and has the documents that say Indefinite leave to Enter on A UK entry clearance Afghan citizens resettlement scheme with an expiry 04.02.24 and then a residence permit valid until December 24. Would they be permitted under paragraph 289.7

Looks right to me.
Per several conversations on here, a residence permit "expiry" date is like a UK citizen's passport expiring, it doesn't mean their status is expiring (kind of a giveaway when it's called "indefinite" one would think, but just to clarify).
