I think I've got one written in hieroglyphics on some papyrus over here... ;)
Because there's not been any real concept of GLH (No, that doesn't count, neither does that) in Adult Classroom for, what, 15 years, I'm saying no, there isn't a real definition?
HOWEVER, outside of a couple of annoying Combined Authorities, there is no current suggestion that your delivery hours (which, joking aside, is what we're talking about really) have to match what the funding is giving you for 24/25.
From the Glossary in the ESFA funding rules
Adult education budget: funding and performance management rules 2023 to 2024 - GOV.UK (www.gov.uk)
Guided learning | As defined by Ofqual: “The activity of the learner in being taught or instructed by – otherwise participating in education or training under the immediate guidance or supervision of – a lecturer, supervisor, tutor or other appropriate provider of education or training. For these purposes the activity of ‘participating in education and training’ shall be treated as including the activity of being assessed if the assessment takes place under the immediate guidance or supervision of a lecturer, supervisor, tutor or other appropriate provider of education or training”. You can find more information in the Ofqual Handbook |
I'd say, right now, there's no concept of a tolerance in what has been published about the funding model so far. Now, this might all change when the actual funding rules come out (and will be different in West Mids, Liverpool, Manchester etc, where they're already "cracking down" on what they perceive as "under delivery"), but I'm not seeing any appetite from National to start counting hours again... Not least because, until A32 makes it's belated return to the ILR (and it's coming for Tailored Learning in 24/25 and yesterday's Study Programme Maths and English announcements means it's likely to pop up there as well in 25/26), it's impossible to put hours against a qual for anyone on multiple aims because it's a learner level field.

We've been looking at some of our provision where we have been delivering lower than the GLH in the new 24/25 calculations. Is there a definition of GLH? I'm hoping it might help us out.
Thanks
