Maximum duration of Study Programme

I wondered if there is a limit on the duration of a study programme? For background, we have some EHE students who attend our sites part time for multiple reasons as they are not attending mainstream school. These students may start with us on a part time programme at 14 and remain with us until they are 18 (or even 24 if they have an EHCP), We are offering 2 year study programmes at the moment but wondered, where we have these young people and where we know that they cannot achieve a GCSE within 2 years, we could enrol them to study their GCSE over a 3 or 4 year period? For context, some of these students may have been out of education for a number of years and even those who have remained in education and have a grade 2 or even 3 from during the predicted grades in covid have been seen to be working at really low levels. Some of these young people have a reading age of a low level primary school child and will need the equivalent of 5 years high school and some primary education to bring their level up to even that of a grade 4. What are the rules around this?
