Change of levy pot within same employer

Is it possible to transfer learners between an employer's levy pots on DAS without treating it as a full change of employer (which it isn't)?
We have a learner whose company has merged with another so they've been running down the existing levy pot - this has now been exhausted to they want to transfer the learner across.
The learner's workplace, manager, role, email address etc haven't changed so the old agreements / contracts are still in effect.
The learner is at Gateway so it's just the completion payment to go. Not sure if that makes things easier or harder (how would we get new dates, FDOL / LDOL etc)?
