Wanted to make sure I was on the right lines due to multiple opinions in the office.
If a learner goes from a break in learning to a withdrawal would we use the actual end date as the date they are withdrawn or the date the BIL started?

Well the BIL should be the last day in learning, so when you withdraw someone that date is also the date you'd withdraw to. if you make the withdrawal date after the BIL date you'll generate more money when you haven't delivered anything else to the learner.
