Redundancy minimum Criteria

Hi, We have an apprentice who’s been made redundant and meets neither criteria for full funding for the remained of his programme. He is not within 6 months of or more than 75% through his planned practical learning period. I have advised him of this accordingly. However, he has contacted the apprentice service who have told him that we just need to bring his practical period end date forward and get that resigned to a date that brings him within the 6 month period/75% complete and therefor he becomes eligible? Is this correct as it seems just a way of circumventing their own funding rules?
