Employer Query - No offices in England

We have been approached by an NI company who has no offices based in England but would like to take on a site-maintenance apprentice for their customers based throughout England. 

Am I right in thinking this is fine, as the apprentice will be spending 50%+ of their working hours in England (they will also live in England as we are recruiting for the company). The employer is more than happy to attend our Training Centre for reviews and/or for them to be recorded on Teams, and the EPA can be conducted on a local site.

I am guessing they will still have an Apprenticeship Account and their wage-bill for those based in England only will determine whether they are Levy/Non-Levy for this apprentice?
