functional skill against initial assessment

Hi, what are your thoughts on....

We are seeing learners applying to us for functional skills in maths and or english, when we are checking the learners PLR they already have functional skills, some as high as level 2, these were achieved possibly 5/10 years ago, the learner has been unemployed & their initial assessment results have come out at really low level when testing them for maths & english. The learners do not have A-C or grades 4-9 GCSEs

Are we therefore able to draw down funding via the AEB contract for a functional skill that is possible the same or lower than what they already have achieved

Any feedback would be greatly appreciated

I wouldn't risk putting them on anything lower than what their PLR states.

Could you not use a FS non regulated aim/code to refresh the knowledge before putting them on to the actual FS aim if they havent got a L2?

Thanks for your reply Chris, its a shame that we cannot help these learners, its that long ago since they achieved their functional skills & now when we have re-assessed them they have come out at really low entry levels despite having functional skills (some at level 1)
