Relevance of learning to employment... labour market - evidence?

For a few years the AEB/AFB rules have stated in the evidence section that:
Where the learner is unemployed, this must include a record of what you have agreed with them, including the relevance of the learning to their employment prospects and the labour market needs
It's not entirely clear to us what is needed here, and it wasn't something that came up at all in our last audit. The test papers don't mention it.
"a record of what you have agreed with them" just seems to be filler language.
"relevance of the learning to their employment prospects and the labour market needs" is more specific.
