Hi,  We are a small training provider so I don't think we need to return unfunded learners completing commercial training (paid for by employer) in our ILR (I'm sure I read somewhere, training providers had to be a certain size), anyway is it good practice to record unfunded learners so that their qualifications appear in their PLR?

Hi,

My understanding is that you should being reporting on government funded provided as an training provider.  Commercial activity is not part of this as you would need to agree a different privacy notice, data sharing protocol etc.   However remember that it is the responsibility of the Awarding Body to also update the LRS system with accreditations.    The only exception I understand is where you have an unfunded apprentice where it must be in the ILR for the certifcate to be released on achievement.

Colleges - I understand - must report all provision, but ITP's I cannot see how this could be monitored or enforced.

I mean, show me a college that absolutely, positively returns every single person they work with and I'll be mighty surprised! It's always been somewhat honoured in the breach but, as you say, it's really the AO's duty to return qualifications to LRS so they appear on the PLR and ITPs (of any size, actually) have no requirement to return non-publicly funded learners.
