Anomaly on the Apps Monthly Payment report

Hi, does anyone know why a learner would be appearing on our Apps Monthly Payment report as 'Not applicable. For more information refer to the funding reports' and much of their details have been omitted?
Both learners are Withdrawn, but not sure if that is a coincidence.

Did you switch them off the ILR? As i believe that is why it appears with unknown name info.
