Sub-contracting in apprenticeships

Hi everyone,
If we were to use people that are self-employed as assessor/IQA for our apprenticeships - does this fall under the funding rules definition of sub-contracting?

Complicated area but basically is ok as long as they are under your control, as in they attend standardisation meetings and act in the way of an employee following all your instructions and it is only them that do the work.
