ASF funding rates and formula: achievement/completion funding

Created

The 2024/25 funding rates and formula document (paragraph 89) in cludes this wording:

  • funding is directly linked to achievement or completion depending on your type of contract and when the learning aim started
  • for aims funded through a grant contract and started on or after 1 August 2024, funding is directly linked to the learner completing the learning aim or gaining employment
  • for aims funded through a grant contract and started prior to 1 August 2024, funding is directly linked to the learner achieving the learning aim or gaining employment
  • for all aims funded through a procured contract funding is directly linked to the learner completing their learning aim and achieving the learning aim (or gaining employment for job outcomes)

This appears to be saying that for grant-funded contracts the final 20% of funding value will be paid for any learner who completes, regardless of whether or not they achieve their qualification. Is anyone able to confirm whether this is correct?

Yup. One of the bigger changes for 24/25 ESFA-funded provision, but surprisingly little shouting about it...

Some Combined Authorities have done the same, but not many...

Thanks Steve. Yes, if I were a procured contract holder I think I would have something to say. As it is, I won't peer any further into the gifthorse's mouth.

How does it know to pay you the job outcome payment given that the Employment Outcome field has been removed?

Chris Currie

Hi Simon. There is a new attribute to the Other Employment Type field for Employment Status Monitoring:

https://guidance.submit-learner-data.service.gov.uk/24-25/ilr/entity/EmploymentStatusMonitoring/field/ESMType/attribute/OET

Code 4 is used as a replacement to the Employment outcome learning delivery field for the purposes of the Job outcome payment

Many thanks, Chris.
