QAR calculation - hybrid year

Hello,

I was wondering if someone could help. I've read through several articles about the QAR calculation and I'm still trying to understand the logic of why certain learner's are excluded. I know the hybrid year is taken into account, which is the later of the achievement year, the planned end year of the learning aim, the actual end year of the learning aim and the reporting year.

 

Could someone explain what the reporting year refers to? And could anyone explain to me in layman's terms how they conclude that one learner should be excluded and another included?

The reporting year is added in to the calculation to close a loop hole for learners that were continuing, or on a break in learning, at the end of one year but do not return in the following year. Previously, these learners fell out of the calculation and it was possible to manipulate the achievement rates through this mechanism. 

These learners are added back in as a penalty in a subsequent year, with that year dependent upon the combination of their planned, actual, and last reported years.

Cliff notes: It depends on your provision but certain aims - non-regulated community learning, transfers - (as long as the ESFA can match a transferred on to aim), those not generating any funding and learners who have not met the funding qualifying period: - 

Planned length 168 days or more - qualifying period 42 days,
14 to 167 days is 14 days and Fewer than 14 days 1 day
